Construction Adjudication is administered in Alberta under the authority of the Prompt Payment & Construction Lien Act by entities known as “Nominating Authorities”. ARCANA(AB) is currently the government appointed Nominating Authority authorized to design and administer construction adjudication processes in Alberta.

Jerry Crawford, KCG Consulting Services Ltd.
With over 43 years of experience in the building and civil construction industry, Jerry is a seasoned expert in commercial management and contract administration. His extensive career spans across various sectors including transportation, energy, commercial, industrial, multi-residential, and civil infrastructure projects, primarily in Canada. He has also gained international experience in the USA, Bermuda, and South Africa.
Jerry has a robust background in handling claims and disputes, working closely with legal counsel, owners, contractors, subcontractors, and surety companies. His expertise includes scope of work disputes, constructability analysis, contract compliance, liens, abandonment, workmanship defects, and delays and disruptions. He is adept at report writing and providing critical input on complex issues.
In addition to his claims and disputes expertise, Jerry has a strong procurement background and significant project management experience. He has been involved in design development oversight, schedule development and tracking, and project controls. His hands-on field experience includes roles as a coordinator, scheduler, and project manager.
Barrie Marshall, J. Barrie Marshall Consulting Inc.
Barrie Marshall is a retired lawyer and was, until June 2019, a partner with the Calgary office of Gowling WLG (Canada) LLP. Barrie spent his entire career practising commercial litigation, primarily in the areas of construction and securities law. He is highly regarded for his creative and effective litigation skills and dispute resolution strategies. His expertise in builders’ lien law, in particular, made him a frequent advisor to a broad spectrum of construction industry stakeholders including fellow construction law practitioners. Barrie has been repeatedly recognized for his expertise in construction law in the legal publications, L’Expert and Best Lawyers in Canada.
Barrie is past a director on the Board of the ADR Institute of Alberta (ADRIA) and is a past president of that organization. He also served as the ADRIA representative on the Board of the ADR Institute of Canada (ADRIC) between 2019 and 2022 and, during that term, was a member of the Governance Committee of ADRIC. As an ADRIC Board member Barrie also headed up a working group to provide advice and assistance to ADRIC and its Affiliates regarding the design and implementation of construction adjudication across Canada. He continues to serve the Boards of ADRIC and its Affiliates in that capacity to this day. ADRIC and its Affiliates, including ADRIA, are the primary membership organizations for alternative and appropriate dispute resolution (ADR) professionals in Canada. Barrie also serves on the Board of the Alberta Arbitration and Mediation Society, the charitable arm of the ADR community. He is proud to have participated in the many exciting initiatives of these ADR organizations and, in particular construction adjudication, at a time when ADR is becoming an increasingly essential element of Canada’s system of justice.
Kevin Magill, Aspen CPM
Kevin is an Edmonton-based construction professional, quantity surveyor and qualified arbitrator with the ADR Institute of Canada. He is director at Aspen CPM where he focusses on quantum and claims analysis, dispute resolution and construction contract consultancy, including expert witness appearances to insurance, construction, oil & gas and public sector services. Mr. Magill trained as an architect and has over three decades of wide-ranging construction project management in both public and private sectors, including international experience gained in Europe and Africa. Mr. Magill is a council member of the Canadian Institute of Quantity Surveyors, a long-standing professional member of the London based Royal Institute of Chartered Surveyors, a member of the Chartered Institute of Arbitrators, and a member of the Royal Institute of Fire Engineers.
Kevin’s background in architecture, quantity surveying and construction contracts brings a unique combination of training, skills and wide-ranging experience, and offers a distinct advantage in resolving construction and property loss disputes. His professional background and work in multiple countries has given him experience in dealing with wide variety of personalities and all manner of contentious issues.
